Amendments to Town of Essex Zoning By-Law 1037 to Regulate and Licence Short
Term Rental Units (STRU)

That Planning Report-2022-12 together with its Presentation entitled Amendments to
Town of Essex Zoning By-Law 1037 to Regulate and License Short Term Rental Units
(STRU) be received.

Permits a new or existing STRU in a single detached
dwelling in an Agricultural District
• Permits a new or existing STRU in a dwelling or dwelling unit
in a Commercial District
• Permits a new STRU in a Cabin within a campground in a
Green District
All STRUs in Agricultural, Commercial and Green Districts
must be licensed by the Town of Essex.

A system that regulates STRUs by requiring that
operations utilize the prescribed standards for
consumer protection and to protect the character
of existing neighborhoods and properties.
Licensing seeks to balance the tourism and
economic development benefits of STRs with
the right of residents to enjoy their properties
without disturbances.

September 1, 2022
Formal license applications will begin to be
accepted if the property conforms to the Zoning
By-Law.
December 31, 2022
All Short Term Rental Units operating in the Town
of Essex must be licensed by this date.

Licenses granted are valid for up to three (3) years from
the date of its issuance unless revoked or suspended in
accordance with the Licensing By-Law.
Those wishing to renew their STRU license would then be
required to complete a new application form and submit
the supporting documentation and requirements therein.
