Currently, STRs are not specifically recognized in the Zoning By-law. It is proposed that they be recognized and potentially subject to zoning regulations related to where they might be permitted and in what manner.
The regulation of STRs would be through the Town of Essex General Zoning By-law 1037.
Council will consider whether such regulations should be based on:
- the property location;
- the zoning of the property
- the potential impact of an STR on surrounding properties and or
- such other land use considerations as deemed appropriate by Council.
Licensing of STRs would be by by-law adopted under the Municipal Act and may include provisions regarding:
- the registration of the property and the owner operator;
- the responsibilities of the owner and or property manager;
- building and fire inspections;
- insurance against harm to abutting properties;
- the payment of a registration fee and
- other matters deemed appropriate by Council
