The agenda is 200 pages and a bit lighter than most. We are receiving a delegation from Project Hope looking for financial assistance and we are also looking to sign a new lease agreement on the Harrow Arena Canteen. Council is also looking at making repairs to the chimney at the Old School House through a grant through the Chimney Swift Chimney Restoration Fund. Mayor Meloche has a notice of motion requesting a report from administration on the Emily Project.

August 2, 2022, be received;
That By-Law 2164, being a lease for the sign advertising at the Harrow
and Colchester South Community Centre with the Erie North Shore
Minor Hockey Association to operate within the Harrow and Colchester
South Community Centre on a four-year term commencing September
1, 2022, be approved, subject to the general terms and conditions as
outlined in By-Law 2164; and
That By-Law 2164 be read a first, a second and a third time and finally
passed on August 2, 2022.

Recreation Complex

That Community Services Report 2022-21 entitled Renewal Agreement
with 1st Defense Martial Arts at the Essex Recreation Complex

August 2, 2022, be received; and
That the Town of Essex approve entering into a lease agreement with
1st Defense Martial Arts for leased space at 242 Talbot Street North for
a one-year term, subject to an additional two years, commencing July
1, 2022, subject to the general terms and conditions as outlined in ByLaw 2169; and further
That By-Law 2169 be read a first, a second, and a third time and finally
passed on August 2, 2022.

Harrow Arena Canteen Lease Agreement
That Community Services Report 2022-22 entitled Harrow Arena
Canteen Lease Agreement prepared by Jake Morassut, Director,
Community Services dated August 2, 2022, be received; and
That the Town of Essex approve entering into a lease agreement with
the All Canadian Hockey School for leased space at 243 McAffee
Street in Harrow for a one-year term, subject to an additional two
years, commencing September 1, 2022, subject to the general terms
and conditions as outlined in By-Law 2184; and further
That By-Law 2184 be read a first, a second and a third time and finally
passed on August 2, 2022.


Parks and Facilities
Repairs to Colchester School House Chimney
That Parks and Facilities Report 2022-15 entitled Repairs to Colchester
School House Chimney, prepared by Jake Morassut, Director,
Community Services dated August 2, 2022 be received; and
That Council approve the 2023 capital project Repairs to Colchester
School House Chimney in the amount of $29,945.00, to be funded
from $14,972.50 of grant funding from the “Chimney Swift Chimney
Restoration Fund” and $14,972.50 to be funded from the Asset
Management Reserve.

Coaches Association of Ontario
National Coaches Week – September 17- September 25,
2022
That the correspondence by the Coaches Association of
Ontario, asking Council to consider proclaiming National
Coaches Week in the Town of Essex, be received or received
and supported; and if supported
That Council proclaims the week of September 17- September
25, 2022 as National Coaches Week in the Town of Essex by
adopting the following resolution:
Whereas, National Coaches Week encourages Canadians to
say thanks and celebrate the tremendous positive impact
coaches have on athletes and communities. This week will
focus on putting a spotlight on coaches and give this, largely
volunteer, integral part of Canadian sport a thanks;
Whereas, National Coaches Week provides coaches with the
recognition they deserve for the time they devote to ensuring
Canadians live an active, healthy lifestyle;
And Whereas, the Coaches Association of Ontario is an
independent, non-profit, coach-led organization, founded in
2002, that strengthens development opportunities and provides
resources, representation and recognition for coaches in all
sports of all levels. We believe coaches’ contributions should
be financed and rewarded appropriately, and the Coaches
Association of Ontario advocates that sports and the coaching
profession continue in a culture of innovation, continual
renewal and professional development.
Therefore, I Mayor Richard Meloche, do hereby designate the
week of September 17 to September 25, 2022 as National
Coaches Week in the Town of Essex

Notices of Motion
The following Notices of Motion were presented at the July 18, 2022
Regular Council Meeting and is being brought forward this evening for
Council’s consideration:
Mayor Meloche
Whereas Farm accidents can occur in the most remote
locations, making it difficult for first responders to easily locate
the situation;
And whereas EMS recognizes there to be a flaw in the system
as not all rural property entrances have signage;
And whereas in the event of an emergency, no one should
have to wait helplessly for first responders to find them;
And whereas time is everything, and a civic address at the
entrance to a vacant farm field could make all the difference;
And whereas the Town of Essex is considered to be one of the
most rural of Essex County’s municipalities;
Now therefore, I propose Essex Council request Essex
Administration to prepare a report on FARM 911, the EMILY
Project, as to how the Town of Essex can roll out this program
for rural residents of the Town of Essex who wish to have their
properties assigned an address sign in order for timely
responses in emergency situations. To be included in the
report are the potential cost of the program as well as where
the funding could possibly be sourced.

That Essex Council and Administration request the County of
Essex perform a review of the intersection at County Road 12
and County Road 15 in the hopes of providing better safety
controls, at minimum enlargement of stop signs on County
Road 15 with perhaps better lighting.

The following Notice of Motion was presented at the July 18, 2022
Regular Council Meeting and will be brought forward for Council’s
consideration at the August 22, 2022 Regular Council Meeting:
Councillor Bondy
That Essex Council create a policy that amends the practice of
verbal requests and that stipulates that when Town staff serve
notices of infractions to residents, the notice must be in writing,
referencing the policy violation, by-law infraction or other issue
that town employees request resident cooperation on.

The following Notice of Motion was presented at the August 2, 2022
Regular Council Meeting and will be brought forward for Council’s
consideration at the August 22, 2022 Regular Council Meeting:
Councillor Bondy
Whereas the safety of the residents in the Town of Essex is of
the upmost importance and land leased properties provide
many convivences but it has come to the council of the Town
of Essex’s attention that it may be possible that the owners of
some land leased properties have not kept up with fire hydrant
inspection and maintenance.
Whereas Essex Council Direct administration to come back
with a comprehensive list of all land lease
properties/developments ensuring they have necessary fire
prevention and protection and that council be provided with
reassurance that our residents living in these private properties
have working fire hydrants and a fire plan.
