The Town of Essex is lead by the CAO, Chris Nepszy. Directly under him are four Directors. Kevin Girard is one of them. His department is responsible for roads, sewers, storm water, municipal street signage, public works. He has not been with the Town of Essex very long but certainly has been busy. Kevin has pushed out a lot of reports and he has brought some out of the box thinking to solving problems like the Maidstone-Arthur-Gosfield Intersection Improvements.

“Kevin is a highly motivated engineer and brings experience from both the public and private sectors,” said Chris Nepszy, Chief Administrative Officer back in February 2020. “We are excited to welcome him to the Town of Essex team and look forward to his contributions on ensuring the infrastructure needs of our citizens are met.”

Kevin most recently served as Manager of Environmental Services for the Town of Lakeshore. He has held previous municipal and private sector positions with the Town of Kingsville and Coco Paving.

The Director, Infrastructure Services, provides leadership and direction in the areas of Capital Works, Drainage, Environmental Services, and Operations. The Director provides strategic vision, leadership and expert guidance to the Town while coordinating the ongoing maintenance and renewal of municipal infrastructure such as roads, bridges, and sewer systems.

Kevin is a certified Professional Engineer and holds a Bachelor of Engineering (Civil Engineering) from Lakehead University, as well as a diploma in Civil Engineering Technology from St. Clair College. Kevin is also currently pursuing a Master of Business Administration from the University of Windsor.
