Robert can you please enter the following Notice of Motion to the next agenda?

Mr. Mayor would you allow this as an emergency Motion?  It is very timely for the safety of our residents.  It is urgent and the request to council is only a letter so minor.  The situation has not seemed to improve since July,  we can not keep going with this region exposed especially if we want more development. 

Code Black means there are NO ambulances to respond. The capacity of the system is overloaded.


Whereas,  Essex Council send a letter to the County of Essex and EWEMS notifying them of our concerns around the number of recent “code black” events in our local EMS.  Code Black means zero ambulances available to respond to all areas of Essex County.   This is very concerning to the residents of the municipality of Essex who are far from hospitals and emergency care services. 

Whereas,  with an aging and more vulnerable population,  access to EMS services is a very important part of emergency care.

Whereas, we understand that a contributing factor is the echo pandemic which is in part due to the reduced level of health care over the past 18 months. Covid fatigue is real and is hurting our hospitals and health care partners who are experiencing a reduction on human resources. 

Whereas, The Town of Essex Council understands that at times the system can be overloaded and stressed but we would also like reassurance that this is temporary and that the County is going to look at enhanced coverage to protect our communities. 

Whereas, The Town of Essex is looking to grow and develop and having adequate services are an important part to healthy grow, we wish to support EWEMS and reduce and eliminate the number of “code black” periods in our region.
