Below are Notices of Motion that your Elected Officials in Essex Championed in 2021.

I believe, in my position as a Town Councillor, that this list is exhaustive and accurate. The record of Notices of Motion in the Clerks Office may be referred to for complete accuracy.

A Notice of Motion is entered at one meeting and then debated at the next if a seconder is found. The name of the Councillor making the Motion is the first name, the seconder is the second. This is the tool Councillors have to bring items forward on behalf of the community or to fix policy.

1) Deputy Mayor Meloche/ Garon Victoria Avenue in Essex Centre That in view of the fact that Victoria Avenue in Essex Centre is one of the premier routes in and out of Essex Centre, and that this road has been in disrepair for many years, that the Victoria Avenue rehabilitation road project be included as part of the the Downtown Essex Centre Revitalization. Carried

2) Deputy Mayor Meloche/ Bondy  Drainage Billings That in order for Council to be fully aware of outstanding billings for drainage projects, it is hereby requested that a detailed Drainage Billings Report be brought by Administration to Council in February/March 2021 for a full review of the Town’s standing on such bills. Carried

3) Deputy Mayor Meloche/ Bowman  Standards for Property Development Deputy Mayor Meloche. Administration to review and a Report be brought back to Council regarding Zoning By-Law Amendments. Moved By Deputy Mayor Meloche Seconded By Councillor Bowman That with regard to Administration’s current review of property development standards, that Council request the following additional change be brought forward to Administration as part of its property development standards review; Whereas if a builder has been given relief on yard depths, including any side yard, as compared to our standards, that the type of home built on the property be thereby limited to one story meaning no second story and/or no back split; and As well, the shortened requirement would be inclusive of any allowable additional structure such as a deck that may be permitted as part of the new structure. This motion was withdrawn by the Mover with support from the Seconder. 

4) Councillor Bondy/ Deputy Mayor Meloche That in advance of Council designating any public property surplus that is a listed or designated Heritage property that the public is first consulted by means of social media, newspaper, town website, open houses, public meetings etc. and for such properties that the Heritage Committee is also given notice and time to provide a recommendation to Council. Councillor Bondy requested a recorded vote.

5|) Councillor Bondy/ Verbeek Designating Public Property as Surplus That only two reading be given to by-laws for designating public property surplus followed by a third and final reading on the next agenda to guarantee public notice and transparency. Councillor Bondy requested a recorded vote

6) Councillor Bondy/ Meloche Ad-Hoc Committee That Essex Council establish an Ad-Hoc committee to come together to propose regulations and policies around Short Term Rental accommodations in the Town of Essex. A proposed friendly amendment to the motion asking that the Ad-Hoc Committee investigate and propose changes to Administration in connection with short-term rental policies was accepted by Mover and Seconder. Lori Chadwick, Director of Development Services, reported that Administration is already in the process of reviewing short-term rentals together with changes to the zoning by-law that will be brought forward for public consultations. The motion was then withdrawn by the Mover with support from the Seconder

7) Councillor Bondy/ Verbeek Council Committee Meeting Videos That the Council Committee meeting videos be uploaded and put online. Discussion ensued on this motion. Administration indicated that there are issues to consider and review such as costs/resources, training and volunteer considerations. This Notice of Motion was withdrawn with by the Mover with support from the Seconder

7b) Councillor Bondy/Verbeek That Administration review the posting or uploading of Police Service Board Meetings to YouTube/Town Website and that such review include the associated costs and report back to Council. Carried

8) Mayor Snively/ Verbeek Land Acknowledgement That Administration research and consult with local First Nations, indigenous organizations and other community champions in creating or developing a land acknowledgement statement for the Town of Essex. Carried

9) Councillor Bondy/ Garon Safe and Reliable Supply of Electricity from Hydro One That Essex Council send a letter to Hydro One to let them know of the concerns we have in our municipality of frequent power outages that are negatively impacting both our residential homes and businesses. A recorded vote was requested by Councilor Bondy

10)  Mayor Snively/ Meloche Recognizing Significant Dates That upon request , that the Town of Essex Council recognize by way of congratulatory certificates, significant anniversary milestone marker dates (25th ,50th, 60th, and 75th) and significant milestone marker birthdays (75, 80, 85, 90, 95, 100 years) for Essex residents. Carried

11)  Councillor Verbeek/ Bondy  Fill By-Law That Administration be directed to review, with consultation with Deputy Mayor Meloche and Councillor Verbeek and prepare a Report with recommendations on the issues, pros, and cons related to fill sites and limitations on the number of sites, permits and their extensions thereof; Carried

12) Councillor Verbeek/ Meloche  Secondary Plan for McGregor That during the 5-year Official Plan review, consideration be given to thoroughly reviewing the long term needs of the McGregor Secondary Settlement Area in consultation with the Town of Amherstburg and McGregor residents for a stronger, healthier, economically-viable, and forward-looking community. Carried

13) Councillor Bondy/ Bjorkman That the Town of Essex do a public education campaign in print and social media regarding the dangers of blowing cut grass onto the road, Whereas, we do not have a question and answer period in our public agendas, Whereas New Business items are up to the discretion of the Mayor, Whereas this is a community and resident safety issue that has no by-law to address it, Whereas increasing public awareness of the dangers is something council can do and should do; and Therefore be it resolved that each Spring The Town of Essex will work to educate individuals on the impact grass on the road can have on cyclists and motorists. Carried

14) Councillor Bondy/ Deputy Mayor Meloche That in accordance with Council resolution R20-09-339, in reference to or providing that Children at Play signs should be installed within community areas such as parks, schools, and other institutions whose main purpose is to provide services to children; That a Children at Play sign be accordingly installed  in Harrow at the entrance to the Harrow Fairgrounds and Arena. Carried

July 5th 

15) Councillor Bondy/ Deputy Mayor Meloche That Council have a discussion regarding barbeques at Town of Essex parks to determine what is and what is not permitted.  Discussed 

16) Councillor Bondy/ Deputy Mayor Meloche That Council direct Administration to review the cost of investing in facilities to provide water for Dogs at the Harrow Soccer Complex as part of the upcoming Budget process for 2022. Carried

17)  Councillor Verbeek/ Deputy Mayor Meloche That the Town send a letter to County Council and the Essex-Windsor Solid Waste Authority (EWSWA) asking them to consider other alternative sites and not the Town of Essex site (on the property adjacent to the current Landfill site) with respect to the selection of a site(s) for the hosting of future organic waste programs. Carried

18) Councillor Bondy/ Verbeek That Council direct administration to work with the Essex Region Conservation Authority to determine if there is a need for and/or if it is feasible relating to the installation of a turtle/ snake crossing sign on Iler Road. Carried

19) Councillor Bondy That Essex Town Council request that E.L.K Energy’s Board meeting minutes be open to Council and/or the Asset Management Plan be shared with Council; and That Essex Town Council request Ron McDermott, Chair of E.L.K. Energy, raise this request at the next scheduled meeting as per Mayor Snively’s suggestion at the June 21, 2021 council meeting. Motion failed due to lack of seconder

20) Councillor Verbeek/ Bondy That Council have a discussion at the 2022 Budget Deliberations regarding the installation of sidewalks in Gesto as it is a safety concern for school aged children. Carried 

21) Councillor Bjorkman / Deputy Mayor Meloche That the Mayor and Council of Essex requests that the Government of Ontario add public health units to the Ombudsman of Ontario’s mandate; and That the recommendation by Paul Dube, Ombudsman, for all Ontario health units to be under the Ombudsman of Ontario’s oversight mandate be received and supported and that a letter of support be sent to The Honourable Doug Ford, Premier of Ontario, The Honourable Patty Hajdu, Minister of Health Canada, Paul Dube, the Ontario Ombudsman, and the Association of Municipalities of Ontario (AMO). Carried

22) Councillor Verbeek/ Deputy Mayor Meloche That Council discuss Gesto Side Road and that Administration be directed to review and report back as to recommendations for traffic calming measures for Gesto Side Road. Carried

23) Councillor Bondy That Council have a public discussion about 7068 Giardini as it relates to resident concerns regarding the property including a review of the history of the grandfathering in as a junk yard in a residential/ agricultural area and including property standards, environmental concerns around the storage and leaking of vehicles and conditions of the grandfathering as well as any other Town records on the property. The Notice of Motion regarding the property on Giardini Street was withdrawn at the request of the mover

24) Councillor Bondy/ Bjorkman  That Council direct Administration to prepare a draft policy regarding the removal of trees on public property by residents and the replacement of unhealthy trees with similar species of healthy trees. Carried

25) Moved by Councillor Bondy/ Verbeek That Council have a discussion regarding persistent dog barking and the negative impact it may have on the quality of life for residents of the Town of Essex and how complaints regarding this matter are to be enforced in accordance with the Town of Essex Noise By-Law.
