Below are Notices of Motion that your Elected Officials in Essex Championed in 2020.

I believe, in my position as a Town Councillor, that this list is exhaustive and accurate. The record of Notices of Motion in the Clerks Office may be referred to for complete accuracy.

A Notice of Motion is entered at one meeting and then debated at the next if a seconder is found. The name of the Councillor making the Motion is the first name, the seconder is the second. This is the tool Councillors have to bring items forward on behalf of the community or to fix policy.

1) Mayor Snively/ Bjorkman  RE: Canada’s National Anthem at Regular Council Meeting That Canada’s National Anthem “O Canada”, be played at the commencement of each Regular Council Meeting for the Town of Essex.

2) Councillor Verbeek/ Meloche  Old Malden Road repairs That Council consider the possibility of completing the Old Malden Road Project as part of the 2020 Budget, and direct Administration to investigate any funding options that might be available to facilitate the completion of this Project in 2020.

3) Councillor Verbeek/ Meloche Five Year Road Plan, That Council direct Administration to ensure that the Old Malden Road Project be included as a part of the proposed budget items for 2021.

4) Councillor Bondy/ Vander Doelen  Tendering of Cold Roll Recycled Material and Pulverized Tar and Chip Material That Council acknowledge having had a discussion with regards to road tendering of both the cold roll recycled material and the pulverized tar and chip material in order to provide a comparison of the two applications. Discussed

5) Deputy Mayor Meloche/ Garon Town’s Policy on Special Needs Street Signs and Warning Signs of Deer or Turtle Crossings. That Administration prepare a report on the Town’s policy on Special Needs Street Signs and warning signs of Deer or Turtle Crossings. Carried

6) Councillor Verbeek/ Meloche Consideration to the Installation of Surveillance Cameras at Co An Park as soon as possible That Council discuss and have Administration look into having surveillance cameras installed as Co An Park; and That Administration be directed to contact the Town of Amherstburg to obtain their corresponding commitment.

7) Councillor Bjorkman/ Verbeek Essex Region Conservation Authority Donation That the Council of the Town of Essex discuss ways to appropriate funds through, but not limited to the sale of existing properties including part of the Colchester School House property and other developable properties in Colchester; and Whereas the Town of Essex wishes to have a Tourist Information Centre in the south end of the Town, preferably on County Road 50; and Whereas the businesses, wineries, restaurants, artists, gift shops, outfitters, golf courses, B & B’s, breweries, On Farm retailers, flower shops, orchards, bike rentals, tour operators, etc. will benefit from the added exposure; and Whereas the preferred location being the Old School House in Colchester Village is years and hundreds of thousands of dollars away from the use as a Tourist Information Centre; and Whereas this Council understands that residential and commercial development in the south end of the Town is accelerating; Therefore the Council of the Town of Essex resolves to donate $100,000.00 to the John R. Park Homestead Education Centre in return for a designated Tourist Information Centre named for the Town of Essex. Deputy Mayor Meloche was electronically disconnected from the meeting at 8:35 PM, but reconnected immediately via cell phone and was able to participate in the discussion and vote.

8) Councillor Bondy/ Meloche Online Satisfaction Survey That the Town of Essex conduct a satisfaction survey similar to the one recently completed by the Town of Tecumseh to look at the quality of life, core services and to see if the Town is going in the right direction and that the survey be considered as part of the 2021 Budget approval process.  Carried

9) Councillor Bondy/ Meloche  – Mayor’s List of Round Table Items “Shoreline Protection of Public Property” That Council bring forward the item listed as “Shoreline Protection of Public Property” from the Mayor’s list of round table items, in order to discuss and give direction to Administration as it relates to potential liability, budget considerations, shoreline protection of public property policy, timelines and fallen trees policy during this time of historic water levels.  Carried

10) Councillor Verbeek/ Meloche Outdoor spaces for businesses That Council and Administration look at ways to assist Town businesses, such as allowing outdoor spaces for businesses, in light of the limitations due the COVID pandemic. Carried

11) Councillor Bondy/ Bjorkman  Geese Mitigation for Colchester Beach That Administration be directed to provide a Geese Mitigation Report for Colchester Beach, including the use of a walking dog to be used to scare geese in order to improve the beach user experience, water quality and student workload.  Carried

12) Councillor Bondy/ Garon: Consultant to valuate E.L.K. Energy That Council receive a quote for the 2021 budget process to hire a Consultant for a valuation of E.L.K. Energy, being that it is a town owned asset and knowing its value is important to our shareholders. Carried

13) Councillor Verbeek/ Bondy  Improving recycling efforts in the municipality That the Town allocate staff to invite and work with Heather Taylor, Diversion Co-ordinator for the Essex Windsor Solid Waste Authority to review Town of Essex facilities and its recycling efforts; and to further review ways to make improvements to our current efforts. Councillor Bondy asked for a recorded vote

14) Deputy Mayor Meloche/Garon : Surface Water Runoff That Council request the Town of Essex Planning Department include as part of their site plan control procedures, notification to property owners abutting a new subdivision of potential for water pooling if the existing property owners lack rear-yard drainage; and That these neighbours are notified with direct mail outs so that the existing properties have full comprehension of potential outcomes for example water pooling of their own watershed at the side yard or back yard; and That the Town of Essex will act in the resident’s best interest with aiding conversation between the new subdivision builder and the existing neighbourhood in coming to a solution with regards to rear yard drainage. Carried

15) Councillor Bondy/ Garon Council Report Tracker That Council requests the Town of Essex Administration to implement a Council Report Tracker similar to the reporting spreadsheet used by the Town of Lakeshore. Councillor Bondy asked for a recorded vote.

16) Mayor Snively  Moved by Bowman/Meloche  RE: Hunting License Review • By-Law 633 Licence Fees – Hunting Ring-Necked Pheasants and Rabbits Mayor Snively asked Council to consider whether the Town of Essex should continue to issue pheasant and rabbit licences. Director of Corporate Services/Finance, Jeffrey Morrison advised that the Town of Essex collected $930.00 in revenue for hunting licences for the last two years. That the Town of Essex suspend selling pheasant and rabbit licences. Carried

17)  Councillor Bondy/ Verbeek Earlier Mail Out for Notices of Drain Maintenance Works Councillor Bondy- That Town of Essex Council directs Administration to send out Notices of Drain Maintenance Works in December and January if possible before planting season, to minimize the impact to our farming community during planting and harvesting season.  Motion Withdrawn 

18) Moved By Councillor Bondy/ Garon That the Town of Essex Council discuss and direct Administration to review the agenda and procedural by-law for our regular council meetings, roll call of votes, the notice of motion process and the submission of verbal reports to be discussed along with any other suggestions from councillors to make improvements to public service. Motion Withdrawn 

Sept 21st

19) Councillor Verbeek/ Bondy  School Bus Stop Arm Cameras That in light of the correspondence shared by the province regarding regulatory framework changes in the Provincial Offences Act and the new Ontario school bus stop arm cameras that Council have a discussion on the feasibility of implementing this kind of safety measure; and That Administration be directed to prepare a report on the feasibility of this initiative, including the provision of public education concerning the new regulations thereof. Carried 

20) Councillor Bondy RE: Five Year Roads Plan That Council give direction to Administration to prepare a five year roads plan for Council discussion, public transparency and the budgeting process. Council discussed the pros and cons of a five year roads plan.  Motion Withdrawn 

21) Councillor Bondy/ Meloche Emancipation Day That August 1st be declared as Emancipation Day in the Town of Essex.

22)  Councillor Bjorkman/ Bondy  “Bird Banger” Use That Administration be directed to review the Town’s noise by-law, specifically to the use of “Bird Bangers” in our agricultural zoned areas, and to use Best Management Practices outlined in the Farming and Food Production Protection Act (FFPPA) 1998 for reference. Carried

23) 2 Deputy Mayor Meloche/ Bowman McGregor Sewage That Council direct Administration to investigate the feasibility of partnering with the Town of Amherstburg with respect to the operations and ownership of the McGregor sanitary system. Carried

24) 1 Councillor Bondy/ Verbeek Diversity Training Program for Council That Administration be directed to come back with a diversity training program for Council which includes AODA customer services standard training to ensure Council is up to date with requirements under accessibility legislation and the human rights code. Councillor Bondy asked for a recorded vote.

25) Councillor Bondy RE: Mileage for Committee of Adjustment Members At Councillor Bondy’s request her Notice of Motion regarding mileage for Committee of Adjustment members was withdrawn, but with a request to add it as an item for discussion at the next Special Council Meeting held for Roundtable discussion.

26) Councillor Bondy/ Garon  Opposition to further Amalgamation That the Town of Essex is strongly opposed to any further amalgamation at this time; Whereas we feel our residents are best served now by the current model in terms of dollars and services; and Whereas we appreciate the Municipal Modernization Grant and are working hard to ensure our municipal operations are more efficient internally and looking for possible efficiencies externally; and Whereas we are opposed to further restructuring at this time, but we are not opposed to sharing some services where our service quality, safety and price to our residents is not comprised; and That a letter be sent to the Honourable Doug Ford, Premier of Ontario and that a copy of the letter be sent to the County of Essex, all Essex County municipalities and the Association of Municipalities of Ontario (AMO) advising them of the Town of Essex’s position with regards to any further amalgamation at this time.

27) Councillor Bondy/ Meloche Kingsville Odour Moved By That Administration review and a Report be brought back to Council on the implementation of a by-law prohibiting and regulating lights and odours, similar to that recently passed by the Town of Kingsville. Carried

28) Deputy Mayor Meloche/ Verbeek  RE: Town of Essex 2021 Tax Rate Increase That being the current calendar year of 2020 has been a financial stress to many Essex residents with the special circumstances regarding COVID-19, and being that it is likely these stresses will continue into 2021, that Administration come to Council with a 0% increase in the general tax levy for the initial budget discussions, in the hope that Council can keep the general tax levy at a zero percent increase for a second year in a row. Carried

29) Moved By Councillor Garon/Bjorkman
That Administration be directed to come back to Council with a report on the development of a By-law that protects the rights of all residents with respect to surveillance cameras installed on private property; and That the Report review the ability to prohibit homeowners from pointing security cameras at neighboring properties or public property, and that any surveillance cameras can only be used to monitor and/or record a homeowner’s land and nothing beyond its borders
