I have started something new! A new way to track questions that come across my desk. Each Friday I am going to send in one email, the open files/residents questions of that week. Report a Problem on the Town Website is the best place to start for any concern in the municipality but not all questions or situations fit into the Report a Problem. So if you reach out to me during that week and the issue can not be resolved via the Report a Problem avenue than it will be included in the Councillors Questions in my Friday email. Of course if the issue is urgent it will be handled accordingly.
To get a visual on what the question list will look like see below. Names and personal information has been left out. I have included the last 3 weeks below here. The Mayor and the Deputy Mayor are also included on each Councillors Questions email along with appropriate staff members.
Questions from July 7th
7367 is the work order number for retention pond issue in Ward 1 Galos Subdivision.
1- Generators at Parkland Estates:
When time permits can you pls update me or council on the noise bylaw exemption. This is from the minutes at council.
During the discussion at council we were told it would be max 5 days, it has been 3 months and residents are reaching out to me for support and assistance.
“That an exemption to the Noise By-Law be granted to the developers of Parkland Estates pursuant to the following conditions: Regular Council Meeting Minutes – April 6, 2021 Page 5 That the exemption be limited to the use of pumps/generators for dewatering purposes for the storm and sanitary infrastructure construction; and There shall be Notification to the Town and adjacent property owners if pumps/generators are to be run between the hours of 8:00 PM and 7:00 AM; and If there is a need to run said pumps/generators for a duration longer than 5 consecutive days then there shall be a requirement to consult further with Town Administration together with a further request for exemption with rationale.”
2- Harrow Streetscape:
Residents are asking questions and writing emails. I have asked Mayor Snively for assistance in answering these questions and seeking a site visit with him in Harrow. Mr. Mayor please let me know if you have anytime Monday AM- I can make myself available and it would show our community we are listening. I am trying to get others to go to hotline via pushing it out on my website.
Can the businesses be on an email list and be given updates? For example this week fence went up without any notice? When the businesses we first informed of the streetscape the contractor did go door to door and collected information. This should be fairly easy to set up- increase in communication with businesses is still being requested.
The construction sign at the end of the road by walker and the 3rd, is there a way we can position it better? Many complaints about it and it is creating a blind spot. I was asked to see if we could find a temporary stop sign.
3- Turtle Crossing sign:
I believe the Motion passed as written. Waiting to hear from Kevin Girard about a check instead of cash. The Youth Action committee did get a 500 donation so we would like to take 50 of that towards the turtle crossing sign.
4- Nails in Ditch – this is an old unresolved issue I am just getting about now:
Hi Sherry, thank you for returning my email. I will try my best because there’s no exact address. As you are leaving Colchester on Dunn rd going North. Passing the last house on the right (eastside of road) go down about 4 telephone poles on the ditch bank next to the road is 1pile. Keep going a few more poles and the 2nd pile on the ditch bank next to the road might be a little harder to see because its from last yr. As you keep going north from that, in the laneway access to the field next to the bush in the drainage rocks on top of the culvert on side closest to bush is 3rd pile. Its not that long of a distance from the last house leaving town going north on the eastside of the road to the bush on the east side of the road (1km or so). These guys should be able to comb along it walking and find all 3 piles. Please request a no dumping sign at next Council meeting to be installed.
Is it possible to get a no dumping sign installed here? Please let me know what my next steps are on the file.

R21-04-160 Moved By Councillor Bondy Seconded By Councillor Garon That Essex Council send a letter to Hydro One to let them know of the concerns we have in our municipality of frequent power outages that are negatively impacting both our residential homes and businesses.
6- Building Uptown Property Standards Question. – I sent an email , 2021-03-09 I believe they are having a hard time tracking down the owner. I was called today asking for update. I do not have a work order number but can send pictures if needed.
7- Piano Program instructor
Just looking for an explanation.
8- King and Queen Traffic light what is the appropriate turn around time for fixing the streetlight at the corner of King and Queen. I am getting many messages from that intersection as well- someone told me they almost got T- boned there yesterday around 6:40.
9- Traffic enforcement position – Explanation of what discussions have and are taking place around a traffic enforcement position since June 2020 this has been on our radar. Where are we at?
Councillors Questions July 16th
1- Feedback on Fireworks: Can we please add the OPP
“I’m hoping that you can also have the police added to the “application for Fireworks Display” form. Not to take away from fire as they would have jurisdiction over dealing with the safety aspect of things. But if OPP are added to the form it’ll help them know where to be to ensure the by-law is being adhered to.”

Councillors Questions July 23rd
1- 7367 is the work order number for the Ward 1 retention pond issue. Update: Work is in progress.
2- Zoning and Permitted Use Question. Lori- I got the following question below, can you please let me know if this is allowed in this zoning. This came to COA I believe and Good evening Sherry. Chelsea Woods is directly behind me. They have a wedding events business going on now. When I attended a council meeting around 1.5-2 years ago, it was supposed to be ‘wine in the woods’. Can you please look into this.

The residents have been very understanding but its been nonstop noise for months now. An update about how much longer would be appreciated as councillor Vander Doelen said this would only be an emergency but it’s been a long time. My understanding is a quieter generator is coming.

5- Belcreft Beach properties, residents have been hoping to see improvements on property standards.
6- Baldwin Ave Street a street sign missing. The street post and sign is gone. A senior woman called the Town. She does not use internet. Got my number from my flyer.
