I am happy to see that the recommendation from Essex Administration to to defer to have a traffic memo completed by a 3rd party.
Staff are Recommending-
It is recommended that Consent application B-18-25 to sever a + 560.1 square metres (6,028.0 square feet) parcel for the purpose of constructing a Semi-Detached Dwelling with two (2) Additional Dwelling Units (ADUs) in each Semi-Detached Dwelling Unit, for a total of six (6) Dwelling Units within the Building, be deferred, until such time: Committee of Adjustment 2025-11 September 16, 2025 1 i. A Traffic Memo is completed by a licensed professional traffic engineer, to the satisfaction of the Town of Essex, that addresses potential issues resulting from the development and the curvature of the roadway, its proximity to an intersection, and ingress/egress issues to and from the site resulting from the nature of the development for Multi-Unit Dwellings and the proposed configuration of the driveways. The Traffic Memo shall also recommend solutions, satisfactory to the Town of Essex, to address these concerns.
Comments from Infrastructure Services
Due to the density of the proposed development on Brien Avenue, the curvature of the roadway, proximity to an intersection and the likeliness that the multi-unit dwelling with different tenants may create access issues for ingress/egress to the proposed driveways, Infrastructure Services is requesting for a traffic memo be completed, which needs to speak on these potential issues and recommendations to address them for applications B-18-25, B-19-25 & B-20-25. The report should address all 3 properties together and not separately.
