A Notice of Motion is entered at one meeting and then debated at the next if a seconder is found. The name of the Councillor making the Motion is the first name, the seconder is the second. This is the tool Councillors have to bring items forward on behalf of the community or to fix policy.

Walnut Street easterly to the County of Essex Connecting Link limit in the Community of Harrow, and that the County of Essex be consulted on completing this in partnership under the connecting link agreement.

recognize their 50 years.

That Council request from Administration an updated sanitary sewage and storm water capacity for all wards in the Town of
Essex.

That Council direct Administration to provide that all licence applications to operate short term rental properties established
after May 2, 2022 require the owner of the short term rental either be living in or on the property which is their primary
residence or be within 100 metres of the property in their primary residence in order to be considered for a licence to
operate a short term rental unit in a residential (R) zoned property

That Council use either grant money or funds from the Council Contingency fund to construct/install an accessible bathroom at the Kinsmen field house in Ward 1.

Road on the East side by the field culvert due to years and years of repeat dumping at this location

Authority Board and include one Representative from the Town of Essex to sit on the board due to the Town of Essex being
the host municipality.

from graffiti and other vandalism through design strategies that minimize opportunity.

That Council discuss the difficulty some farmers in Ward 3 have been encountering while trying to get raw water lines and
other infrastructure approved for their food growing operations.

That Council direct Administration to review the feasibility of developing a regulation/by-law limiting storage of any type/classification of fireworks in any one location that totals inexcess of 100lbs for not longer than 3 months from the date of delivery into the Town of Essex. All Provincial and Federal regulations would still apply to the manner in which these
fireworks need to be stored.

That a “Caution Children Playing” sign be added on Morris Drive due to the fact that there is a park on Morris Drive and
residents are requesting signage.

Whereas, the cost of gasoline is becoming unaffordable to the
average family/person;
And whereas, many students have difficulty with regular and
affordable transportation back and forth for schooling
opportunities;
And whereas, the Town of Essex is committed to be
environmentally responsible and wanting to reduce traffic
congestion;
And whereas, there is potential Provincial funding available for
a large portion of the cost of transit service;
And whereas, transit from the Windsor area to Colchester
would complement our Tourism strategy for that region;
Therefore, that the Town Council direct Administration include
$60,000 in the 2023 budget for a consultant to prepare a
document on the feasibility, funding, and operational process
to securing public transit for a route from St. Clair College, up
County Road 11 (Walker Road), with stops at Paquette
Corners, McGregor and Harrow, and furthermore travels down
County Road 13 (Erie Road) to Colchester for a last stop and
then back down the same Corridor returning to St. Clair
College.

That the sidewalk slated for Morris Drive be put on hold and a review be taken to see if an active transportation trail can be
placed on the same side as the drainage retention pond

That Essex Council send a letter to the Province of Ontario and the Federal Government to share concerns of behalf of residents with the increase in the price of gasoline.

That Essex Council invite both Hydro One and E.L.K Energy to a Special Council meeting to have a public discussion about
the causes and the solutions to the ongoing power flickers and outages in the municipality of Essex.

That Council of the Town of Essex direct administration to cease the multi-residential waiving of development fees unless
the new proposal is deemed to qualify for affordable housing.

Whereas Farm accidents can occur in the most remote
locations, making it difficult for first responders to easily locate
the situation;
And whereas EMS recognizes there to be a flaw in the system
as not all rural property entrances have signage;
And whereas in the event of an emergency, no one should
have to wait helplessly for first responders to find them;
And whereas time is everything, and a civic address at the
entrance to a vacant farm field could make all the difference;
And whereas the Town of Essex is considered to be one of the
most rural of Essex County’s municipalities;
Now therefore, I propose Essex Council request Essex
Administration to prepare a report on FARM 911, the EMILY
Project, as to how the Town of Essex can roll out this program
for rural residents of the Town of Essex who wish to have their
properties assigned an address sign in order for timely
responses in emergency situations. To be included in the
report are the potential cost of the program as well as where
the funding could possibly be sourced.

That Essex Council and Administration request the County of Essex perform a review of the intersection at County Road 12
and County Road 15 in the hopes of providing better safety controls, at minimum enlargement of stop signs on County
Road 15 with perhaps better lighting.

That Essex Council create a policy that amends the practice of verbal requests and that stipulates that when Town staff serve
notices of infractions to residents, the notice must be in writing, referencing the policy violation, by-law infraction or other issue that town employees request resident cooperation on.

Whereas the safety of the residents in the Town of Essex is of the upmost importance and land leased properties provide
many convivences but it has come to the council of the Town of Essex’s attention that it may be possible that the owners of
some land leased properties have not kept up with fire hydrant
inspection and maintenance.
Whereas Essex Council Direct administration to come back with a comprehensive list of all land lease properties/developments ensuring they have necessary fire prevention and protection and that council be provided with
reassurance that our residents living in these private properties have working fire hydrants and a fire plan.

That Council direct Administration to set up a free business registration section on our Town website where businesses
can select a ribbon cutting and obtain information about Town services.

That Council direct administration to make the active transportation trail more accessible by installing two curb cuts
on the bike lane on South Talbot Road across from Diane Street so residents can access the walking path with walkers,
wheelchairs, bikes, and strollers. Essex Council recognizes the need for connectivity, accessibility, and safety on our public trails and curb cuts will allow all residents the opportunity to use the trail.

That Essex Council invite E.L.K. Energy Board to provide Council, as sole shareholder of E.L.K. Energy, with an update
on their most recent Ontario Energy Board application.
