Below are Notices of Motion that your Elected Officials in Essex Championed in 2019.

I believe, in my position as a Town Councillor, that this list is exhaustive and accurate. The record of Notices of Motion in the Clerks Office may be referred to for complete accuracy.

A Notice of Motion is entered at one meeting and then debated at the next if a seconder is found. The name of the Councillor making the Motion is the first name, the seconder is the second. This is the tool Councillors have to bring items forward on behalf of the community or to fix policy.

Jan 14th 

1) Moved by Mayor Snively/ Bondy That Administration begin to investigate opportunities to preservice the industrial zoned, expanded settlement lands, south of Kings Highway #3 and County Road 8, and the methods of cost recovery. Carried

Feb 4th

2) Moved by Mayor Snively/ Bjorkman That Administration provide periodic verbal and/or written reports providing updates to Council on the status of various ongoing development matters or projects in the Town of Essex. Carried

3) Councillor Verbeek/ Bjorkman That the Procedural By-Law be revised to allow Youth Members to be appointed and represent youths at Council meetings regardless of the Ward they reside in. Carried 

4) Councillor Vander Doelen/ Meloche That Administration provide a verbal report to Council providing further details and/or clarifying the terms and role of the Climate Change Co-ordinator position as proposed in the 2019 operating budget, including providing confirmation that the position is a temporary, short-term contract position for no more than two (2) years duration and to be subsidized at a rate of at least 80% by outside agencies. Carried

March 18th 

5) Moved by Councillor Bondy/ Meloche That Council have a public discussion about the level of service they wish to see in the Fire Department when it comes to water/ice rescue, and that Council further provide direction (subject to budget constraints) as to the level of training/equipment they wish the Fire Department to possess as it relates to water/ice rescue. Carried

6) Councillor Garon/ Verbeek That the Town’s Sign By-Law 1350 be amended to require commercial property owners to remove or conceal business branding signs, windows and doors within a reasonable period of time following the closure of a business. Carried

7) Moved by Mayor Snively/ Meloche That Administration be directed to prepare a report outlining the processes and steps in a detailed plan to move forward with rezoning Colchester Centre from residential to commercial. Carried

8)  Councillor Bondy/ Garon Affordable Municipal Housing Strategy That Council direct Administration to develop an affordable municipal housing strategy, due to the urgent crisis in Windsor and Essex County. Carried

9) Deputy Mayor Meloche/ Bjorkman  Eliminate Bullying/Foul Language in our Parks That Council requests a report from the Director of Community Services, Mr. Doug Sweet, in which the report would offer potential solutions to eliminate and/or minimum combat bullying and foul language currently being experienced in the parks within the municipality of the Town of Essex. Carried

10) Moved by Councillor Bondy/ Bjorkman That a report be requested from Administration on how improvements can be made to the Trap, Neuter, and Release Program. Carried

11) Councillor Bondy/ Bjorkman  – Election Policy and By-Law Discussions That Council direct Administration to review and report on election policies, including the use of corporate resources and the sign by-law, but excluding the review and report on proxy voting. Councillor Bondy requested a recorded vote.

Recorded: With a recorded vote of eight (8) in support and none opposed the motion was Carried.

12) Councillor Bondy/ Meloche  – Dog Pound Policy Review: Animal running at large That Council give direction to the Town of Essex’s Animal Control Officer until a policy issue can be addressed by the Dog Pound Committee, that any animal running at large that is apprehended by the Animal Control Officer and in need of medical attention, the Animal Control Officer be authorized to release the animal to the owners or deliver it to the veterinarian within a reasonable time provided the owners are willing to cover the costs of the vet fees. Carried

13) 1 Councillor Vander Doelen/ Bjorkman  – Streaming Town Council Meetings That Administration look at streaming, as well as broadcasting options with respect to Town Council meetings and that a report be brought back to Council listing the options, costs and resources required. Carried

14)  Councillor Verbeek/Bondy  – School Safety ZonesThat Council direct Administration to conduct a study into all of our school safety zones as requested by several residents. Carried

15) Councillor Verbeek/Garon – Request for Public Feedback: Police Services Moved By That Council consider conducting a Public Meeting and/or putting forth a survey to collect public feedback on the provision of Police Services in the Town of Essex, as encouraged by the Ontario Association of Police Service Boards (OAPSB). Carried

16) Deputy Mayor Meloche – Safety Audit at Intersections at County Road 20 and County Road 13 (Erie Road) and at County Road 20 and County Road 34 (Arner Townline) Deputy Mayor Meloche advised that he will be withdrawing his Notice of Motion, as Administration has contacted the County of Essex and they have agreed to perform a Safety Audit at the two intersections.

17) 1 Councillor Bondy/ Garon  – Change to the Procedural By-Law Garon (R19-12-493) That an amendment to the Procedural By-Law to prohibit Town of Essex meetings from being held on November 11th, Remembrance Day. Carried
